Wilmington, DE – December 18, 2023 – Following an investigation into a motor vehicle collision involving President Joe Biden’s motorcade, the Wilmington Police Department has charged the driver of the striking vehicle with Driving Under the Influence of Alcohol (DUI) and Inattentive Driving.
The incident occurred on Sunday, December 17, 2023, at approximately 8:09 PM EST, as President Biden was exiting a dinner event in Wilmington, Delaware. A 46-year-old Wilmington resident, who has not been publicly identified, drove his sedan into a Secret Service SUV that was part of the Biden motorcade.
Preliminary investigation revealed that the suspect had been consuming alcohol prior to the collision. He displayed signs of intoxication, and a subsequent breathalyzer test confirmed the presence of alcohol in his system. Additionally, the investigation revealed that the suspect was inattentive to the road and failed to yield the right of way to the motorcade.

“The Wilmington Police Department takes all motor vehicle collisions seriously, especially those involving public officials,” stated Police Chief Karen McGuiness. “In this instance, we have charged the suspect with DUI and Inattentive Driving due to the evidence gathered during our investigation. We are committed to ensuring the safety of all motorists and will continue to hold individuals accountable for their actions.”
The suspect is currently being held in the New Castle County Jail. He is scheduled to appear in court on December 20, 2023.
President Biden was not injured in the collision. He proceeded to his residence without incident. The Secret Service is conducting a separate review of the incident.
